If you create a new document, e.g. Cmd + N, look lower right and see what is in the Bleed panel. You may have to click the triangle to reveal it. If you want 0, set them all to 0. Create your new document. Then Cmd + N again, you new 'new' document should have no bleed.

It looks like the bleed. Go to Document Setup/Bleed, and see what is there.
