It was set to current layer. When I switch it to current layer and below the tool works normally. Thank you for you assistance.

When attempting to use the Inpainting brush tool in the Photo Personna on a new pixel layer above a jpg in a Publisher document the tool does paint red, but then nothing happens. The tool works normally in Affinity Photo. This bug seems to be repeatable on my Windows 10 v1909 system.
