Please, add an option to offset inner and outer glow in Layer FX, similar to the offset in inner and outer shadow effects.

Hi! Could you please add a color that is able to obstruct the layers beneath like any other colored layer, but the color itself is transparent (similar to a transparent layer)? Thank you!
