The Publisher Workbook provides some unlocked templates, but the ones from the Welcome Screen in all the Affinity applications are locked.

Welcome to the forums @013 Media
The samples are there so you can see how various documents can be been constructed but you cannot save them for your own use due to various reasons such as copyright etc.
If you need a template then you can search these forums and/or the web for “affinity publisher template” (without the quotes).
