May I import a CC video for background use?

Total newbie here but I saw a video where the photographed sketch was imported then converted with the pen drawing tool. Don’t know if this would be useful to you. I’m just looking for a way to get designer to load completely. It stopped and it won’t let me download it again. I went in with a different email (but the same PayPal) and was able to get affinity photo though and I’m downloading to an iPad through a teather to an iPhone. Any ideas??

My affinity designer download did not complete. I have tried to download again but it doesn’t seem to allow me to. I went to affinity photo and used a different email and it downloaded. But I really need affinity designer. I am downloading through a teather from iPhone to iPad. The payment went through July 18th 2020 I have a transaction ID# if you need it. Will it not download because it senses the partial designer download? If I delete it and use a different email (but the same PayPal) will it download? Will you credit me for the first transaction? Maybe towards an affinity publisher for an iPad when it is ready? Anybody out there tonight to help me?
