I am having the same problem. Smart sharing is already in place, and I have imported and even done "open with" 3 times. I see it has supposedly been applied, because it says "frankentoon concept master etc 3," yet it still will not show in designer. Nor in publisher. It does show in photo, and I made sure each one has the smart sharing between tools.
oh boy, it sure has been a long time since I have done proper graphic arts... even so, I was a photoshop and corel paint user. I found it via the tutorial. You have to go to the pixel persona mode, which is in the upper left hand corner, just below the "file" category on the toolbar (not in the dropdown menu, literally a little icon just below it).
