Power duplicate around a point

Having problems with power duplicated.
If this is user error, I'll be super frustrated as I've been trying to do this for hours!
I'm using the windows version. I'm trying to use power duplicate to create a circle objects by copy / rotating around a central point.
I make the object, copy it, apply the transform and then press CTRL-J to get another transformed copy, but I'm getting an untransformed copy.
