As explained in detail in previous posts, setting/remembering the format for Crop in Develop Persona does not work. Use the Crop tool in Photo Persona, there is no reason to switch to Develop Persona to crop the photo.
P.S. Develop Persona is primarily intended for RAW development, for photo editing is intended Photo Persona.

I have the same experience as R C-R. Nothing is remembered, much like how my brain works. Always get the Unconstrained when choosing the Crop tool.
