Hello. After several attempts I realized that on windows we have to use Alt key + both mouse buttons simultaneously. To increase / decrease the brush size, we move the mouse sideways. To increase / decrease the hardness we move the mouse up or down. It works well for me (finally!) I hope it will be useful for everyone. Stay safe.
