The Text Ruler should be at the top of the Text Frame, not where the cursor is. Did you look up there?

Usually the text ruler should appear at the top, but unfortunately it is not.
But after I opened a new text frame and simply marked the whole text, it is suddenly visible again. I can now drag the text ruler to where I want it to go.
I am happy that it works again. Unfortunately, I don't know what the mistake was....

The solution was to mark the whole text. Then it went as usual.
