    SOLVED! Stumbled across the Layer/New Live Filter/Depth of Field Filter. This is, essentially, the typical and common blur vignette, but also has the option for the "Tiny Town"/Tilt-Shift effect. 
     
    IMPORTANT: Took me a while to figure out why I was getting a white border around my picture after applying the filter. Apparently you need to check the Preserve Alpha option in the adjustment pane. Not covered in the Help, but found a reference to it in the forum.

    AFAIK there is no Vignette/Blur combo.
     
    You can use a gradient directly on a blur live filter. But A) that really doesn't seem to be working correctly, and B ) it's destructive... You can't go back in and adjust the gradient.
     
    So instead, you can use a blur filter which has been masked/clipped by a (any) shape that's also been blurred. Or with a gradient.
    Non destructive and fully adjustable.
     
    2 quick ways to do it.
    In the first: notice that the star is set to erase. That layer is not a mask.
    In second, I used a fill layer with an elliptical gradient as a mask. 
     
    (a one step tool option would be nice)

    Use Document > Resize then, in either the width or height box, enter 18%. Ensure that the lock symbol is closed (which it is by default) to maintain the Aspect Ratio..

    There is no dropdown selection for Percentages but you can just enter the percentage value in the "Size" field(s)

    Hi @GeekyGal and welcome to the forums! 😀
    You can't quite do that, but you can use guides. First pull down the View menu and make sure Show Guides and Show Rulers are enabled.
      
    You can then drag in editable, adjustable guides from the left ruler (vertical) and the topic ruler (horizontal).

    You can also use the Guides Manager and Snapping Manager to control how tools work with guides, adjust guides precisely and more.

    This really depends on which tool you are using and which mode the tool is in.
    For example, the Pen Tool has four modes and what you can do is slightly different in each.
    Try each mode – selectable using the Context Toolbar – and try dragging instead of clicking. Then try tapping the right-mouse-button or holding it down while dragging and see what happens when you release either the left- or right-mouse button first.
    There are all kinds of combinations so it may take some practice before you can be comfortable with them (I’m not yet).
    See my attached GIF which shows some different things.
    Is this the sort of thing you mean? If not, please say which tool you are using and give a little more detail about your requirements.
    P.S. If you want to draw horizontal, vertical, or 45 degree lines then you can hold down SHIFT to see a yellow ‘guide’ line showing where the line will go.
