Thank you Syrehn for reviving this issue, since it's still present! Windows 10 here. You have found a solution that is simple. Just select "Run as administrator" in the Windows Start menu. I hope your discovery will help the Affinity programmers to find a permanent solution that requires no additional actions but to run the program normally.

There is no option in Designer or Photo to have linked images within their files. There are some bugs that allow it (or force it) but they will be fixed at some point.
In Publisher, if you have Linked images, you should be notified when they are modified externally while you have the document open, or you should be notified when you Open the document if its Linked images have been modified. At that point you can use the Resource Manager. Alternatively, you'll find a Publisher Preference to update them automatically.
(Note: Linked image files (JPG, TIFF, PNG) work somewhat differently from Linked document files (PDF, .afpub, .afdesign, .afphoto, EPS, SVG, etc.). But changes are in progress in that area, and 1.8 may work differently than 1.7, though we don't know for sure yet.)
