I had the error "Unable to parse the package" with the MSIX files downloaded from the Affinity site. Went to the Microsoft Store and downloaded/activated as mentioned above, that works. Tested opening V1 files in V2 Photo and Designer, no issue.

+1 I found this functionality frustrating, too. Though as a work around, you can create an empty layer and copy it. Then when you need to insert a new layer above a selected layer, paste it. It's worked pretty well for me, but selecting multiple layers and pasting will only put it above the top-most selected layer.
