Set line height with percentage

I have two rows of panels, each of which is a different resolution. When I want to add a new inserted panel of the second row size, it defaults to inserting the panel in the first row, as indicated by the two arrows I marked in the picture. If I need to add new panels of that size in bulk, I need to move them to the second row after I'm done inserting them, which is a bit of a pain. I'm wondering if there is a way to make the new insertion of a drawing board default to that row Also, may I ask if this idea of mine is in line with industry norms? Or is this actually a bad habit on my part?

figma supports setting percentages using line height, which is a user-friendly detail for designers with design specification requirements. But I don't see such settings in the affinity suite, only a fixed number format, which means I need to go through the calculations and conversions, which is a pain.

This thinking stems from one of my format conversion needs. Affinity photo's batch job supports webp conversion format, which is not supported by many software. Although I have almost never used PS, since I started using the Affinity suite, I asked my friends that PS does not seem to be able to open webp format images and requires additional plugins.
