Flat Transparency

In Publisher, I want an image to be uniformly transparent. In other software this is called flat transparency. I can't set this transparency because there is only linear, elliptical, radial, gradient, etc. transparency, but not flat. This feature is probably missing in the software. Does anybody have any ideas for a solution?
