Your advice turned out to be right;
I exported the file from Photo as .TIFF - I replaced the PNG with the TIFF in Publisher and the result is positive.

If your titles are part of a longer text flow, one possibility would also be using Paragraph Decoration with a paragraph text style:

unfortunately I cannot do what you requested immediately for two valid reasons (I think);
the first is that I am completing a job and I cannot afford to install the next version because it would block my computer and I would be forced to reinstall 1.9.1 which, said between us, works well for me.
The second is what I want to unplug for a few days and go to sea.
But I can tell you that when I started 1.9.2 nothing happened, not even the first screen started, after about fifteen seconds a Windows warning came out saying that the system was not able to open the program.
Give me some time then, when I have everything you ask for, I'll be the one to contact you.

No, that's not possible. Some alternatives:
Add a Preflight Comment, which will cause Preflight processing to flag it as a warning or error whenever you try to Print or Export. You can set a comment by right-clicking on an object and choosing Preflight Comment > Set... from the context menu. (Note: to set a comment on a Text Frame you'll need to switch from the Frame Text Tool to the Move Tool.)
  Add your Text Frame outside the page, to the right or left of the page. You'll need to have View > View Mode > Clip to Canvas disabled.

If you want to move them horizontally away from or towards the center, you can use the "Width" window in the "Transform" tab of the studio. To move them vertically, use the "Y Position" window or the keyboard arrows.

Or enable transform mode with the Node-Tool, hold shift+cmD/click&drag to your liking:

After doing the clipping, right click on the layer and choose Rasterize and trim.

Meanwhile, I tell you that @walt.farrell is right when he says to reinstall an old version it is necessary to delete the one in use on the computer.
But the real problem is that when you reinstall the old version all settings, presets, brushes, styles etc are lost;
for this reason I prefer to have a backup always at hand in order to be able to restore everything in a short time without losing almost anything.

Unfortunately this is a known issue with 1.9.2 and Windows 7. Our developers are aware and we can only suggest that you roll back to 1.9.1 for now.

Yes.
I have no idea. Sorry.
If you do have problems, I suppose you could try renaming the directory containing the illustrations, so they become "missing" for the merged document. That may help.

Finished the work I had in progress, I again updated AP to version 1.8.4;
I try again to see if something has changed but, usually disaster with the tools that act as if they had a life of their own.
So, once the program is closed, all I have done is open the Properties Panel (right click on the link) and added as suggested --legacy-wintab to the Affinity Photo startup path; OK and the program has started.
Everything now seems to be working fine, thanks again @Mark Ingram for the resolving advice... problems solved!

I think you would have to:
Open the other document. Select the Master Page of interest. Select all the layers in the Layers Panel. Copy Then create a new Master Page in the document that needs it. Paste the layers you copied above onto the new Master Page.
