In software like Publisher, By using Surface dial we can save time like Changing Font size, Font type, Font colour manually each type.

I thought that color changing was supported in Affinity using the Surface Dial.
Does the DIal work for you at all in Publisher? If so, what functions does it provide, in which Personas?
Edit: I see you have also made requests for Photo and Designer, and it seems you may be asking for dynamic change of color, not just changing it before an operation starts. Is that right?
