Thanks firstdefense for sending me in the right direction, I found I had to click the fx a second time but in the blue box for the Outer Shadow to be active.

Welcome to the forum Pete and yes the layer fx have outer shadow. To apply the outer shadow make sure you have the outer shadow fx highlighted in blue to see the settings.
