Oh hey, I figured out a solution! Select the Group you want the texture layer on make it a "Symbol" in the Symbol window in Designer. Copy the Symbol Group and drag it as a clipping mask into the texture layer, like shown in the video above. Now any changes will be applied to both!

Thank you so much! This should fix my problem.
The only problem I have with this, though, is that any changes I make to the boat group will not automatically be applied to the clipping mask (if I place stuff outside the mask or change the form). This solution should work for this project, but I'm very open to finding a solution to not having to re-apply the mask, whether though an idea or through a future update.

I appreciate the solution. Took me a moment, finally realized that the visibility of the texture layer had to be disabled before clipping the duplicate, doesn't appear to work in any other order.

In this particular case you can try a Selective Colour Adjustment, adjusting the Blacks and Neutrals, see attached video.
Probably not a ‘perfect’ result but you didn’t specify why you wanted to do what you asked for.

one reason for blurry images containing text (or vector shapes) lies in the anti-aliasing settings of affinity photo. In the video below, I give you a walk-through the anti-aliasing settings of Affinity Photo.
The good news:
It is possible to adjust settings to get perfect pixel-sharp edges of text / fonts The bad news:
It is painfully complex, and the current version 1.9.2.1035 has several UI inconsistencies or bugs which make this adjustments more difficult. You have the "A" as a Curves object selected.

Very true. But as much as I criticise a lot of stuff within Affinity's apps, their font cache handling is pretty awesome on Windows 10. Disabling and enabling fonts, even hundreds of fonts in a group at once via Fontbase, immediately causes an update of the font cache in the Affinity apps. Even better, the apps notify the user about this with a pop-up. I've rarely seen any app which handles fonts (de-)activation on-the-go as well as Affinity's.

Or just use a black donut & place a red cog over it:
That way, the notch size or number of segments (teeth) of the cog can be changed without having to do the same thing to a duplicate cog.
Edit: By decreasing the inner radius of the black donut a bit, you could also use it for the black ring that has the dotted white line on it in the casino chip example.

That's because unlike in PS CC, you can't isolate the layer effects by clipping the ink structure layer to the parent group only.
As a consolation though, you can't do that in PS CS5.1 either… Must be a newer PS CC feature. (Mmh… I wonder if it would have been worth the hundreds and hundreds of bucks I would have paid to Schmadobe in the past eight years…?)
But…
… forget about pixel masks!
We have other workflows which will yield much better and essentially non-destructive results than masks, at only minor additional "expenses":
Linked layers!
duplicate the text layer as linked disable all links but "Text content" disable all effects on the linked layer clip the ink texture with the linked text duplicate (optionally either lock or unlock children via toolbar checkbox) all text content remains fully editable and in sync on both text layers if you need to move the text but not the ink texture, make sure to select both text layers while having Lock Children checkbox active

That's all fine and great, but there are still a few other issues:
The biggest issue being that the Affinity's Fill Opacity does not affect the Hard Mix the same way as PS does, where Hard Mix is one of the "magical eight" blend modes. While at least six of those fill opacity blend modes are replicable in Affinity by other means, I haven't found anyone on the world wide Intervebz who would have figured out how the math of the "Hard Mix Fill Opacity" in PS works. For sure is that it's not the same algorithm as the regular Hard Mix Layer Opacity.
Anyway… tl;dr, don't bother trying to reproduce this fine-tuning trick in Affinity, it won't work.
The good news is that you can apply a variety of other effects, live filters or adjustments to achieve somewhat similar results. Be creative! The other issue is that Affinity displays and exports antialiasing pixel-wide artifacts caused by the Inner Shadow effect on the text. Can be a problem. Still looking for a workaround. -

Even both do make use of Potrace, or in case of Inkscape the embedded Potrace engine, there are quite some differences in overall processing and handling between Delineate and Inkscape here.
Delineate is more a GUI-Frontend to the external Potrace and Autotrace CLI tools, meaning here that it calls/runs external CLI processes, which it passes over made/adjusted settings and afterwards shows up a preview of the generated SVG result. It remembers the last made settings and also can persist (store/retrieve) the made settings for any later reuse. Delineate doesn't add much preprocessing of an input bitmap here beside what the external CLI tools offer on their own.
Inkscape in contrast makes use of an embedded/integrated Potrace engine and offers additionally to make/apply some adjustable preprocessing/prefiltering and color quantization of an input bitmap image in order to get good tracing results (see for example here). Inkscape also offers to perform some enhanced color tracing with Potrace, by performing some color quantization and multiple scans after detected colors with Potrace. The result will be then stacked layer color vector objects of an input image (see for example). - Further since Inkscape v1.0 the Autotrace library including the CenterlineTrace feature is also integrated in Inkscape, so it can perform centerline tracing now too.
So both tools will give due to their overall Potrace tracing algorithm usage similar looking results, though Inkscape allows overall some more internal fine tuning for bitmap image input preprocessing and also for vector output generation.
Getting good tracing results always also highly relies on the quality of an input bitmap image. If needed one has to preprocess a bitmap image in a way that the tracing algorithms afterwards can better and cleaner vectorize a given input image.

It appears to work. (Not sure if it didn't work in previous versions). However, if you set a custom aspect ratio you have to set it as a Custom Preset in order for it to be used and automatically open (to include with new image) during the same session.
If you set an Affinity Preset, they appear to automatically open when crop tool is selected.
