You could use any of them but I think Designer is the most suitable tool for creating wireframes.

This forum allows you to add a signature that is automatically appended to every post or reply you make. I reply to a lot of questions here so I've added the link for the free Publisher manual I've written to my signature so I don't have to keep copying the link into replies.
But since you asked, you might find the text chapter of interest because Affinity is a unified suite and the text section of the manual applies to Designer, too. The manual doesn't have any information on drawing shapes for wireframes though.
    Cheers,
    Mike

I used a different more complex approach, using the fringing colors and moppend them into alpha channel to get a smoother edge for the text.
First, I copied the image and masked tree and text with vector shapes.
    Then,
inverted the colors of text, used hsl to de-saturate rasterized, rasterized to mask used mask on a white rectangle to get white text with smooth anti-aliased edge Text looks great now (added black backfill, can be deactivated)

the tree needs another step go make the white edge transparent. Update will follow soon.

You will find that in this forum, users communicate in many languages, and that is both allowed and encouraged by Serif. It's probably best to accept it, and to become familiar with some web-based translation services, such as:

The method given by Cara above is probably the easiest and quickest to do in all of the Affinity applications.
One addition to that method that I would add is to nest the text layer inside the ellipse layer to make it easier to move/resize them both together.
On top of the advice above I have attached a short video of another method that can be used in Publisher (the other Affinity applications don’t have the same Text Frame support as Publisher).
You have lot of options so try experimenting with these methods – depending on which application(s) you have access to – and see what you are more comfortable with.

Which Affinity package are you using? This is how you do it in Designer but you might be able to achieve the same results in Publisher (and possibly Photo) using a similar method.
Use the Elipse Tool  to draw a circle over your image. Press shift+drag when drawing the elipse to create a perfect circle. Set its colour to white and reduce its opacity using the Opacity slider at the bottom of the Colour tab.
Add text using the Artistic Text Tool  or the Frame Text Tool . You can format your text using the toolbar that appears at the top when your text is selected.

Select the curve that is the outline of the map and fill it with white, is this what you are aiming for?

I opened the Vermont outline file which was an embedded layer in the final image. The Vermont outline image only contained the black outline of Vermont. From there I was able to change the fill inside the outline from transparent to yellow. I then embedded the yellow-filled outline in my final image resulting in this.

I'd still like to know about the blue line frame. There is a blue line that frames the actual map outline image. I know I can move and change the size of the map outline with by manipulating the several circle points on the blue line. Why is there so much space (margin) between the blue line and the map outline?

I’ve just had a go at recreating the text in Affinity Designer on iPad, and I couldn’t persuade it to go in the wrong direction!

I did this using various techniques. I didn't fuss over it too much and the hardest thing with trying to modify something like this is matching the watercolour effect.
But with a little patience you could get a far better result than what I got.
